2019 Environmental Scorecard for the Oregon Legislature

THIS SCORECARD IS NOT LIKE ANY SCORECARD WE HAVE DONE BEFORE.

Why? Because this session was unprecedented.

The Senate Republicans walked out on democracy and other leaders reacted by giving them exactly what they wanted: HB 2020, the Clean Energy Jobs Bill, removed from consideration. This landmark legislation, over a decade in the making, would have made Oregon an international beacon of hope. Instead, the Oregon Senate voted to send the bill back to committee. So, we have chosen this session to give incompletes to the senators who chose capitulation over climate leadership. They will have a chance to act again on climate in 2020 and just like any good teacher, we remain prepared to give them their grades when and if they earn them.

Can't Stop Won't Stop

The 2019 Legislative Session will be remembered for a lot of things, but in particular for one truly heartbreaking climate defeat. The silver lining to this heartbreak? YOU!

Over 1,500 of you showed up in person (IRL for the millennials). It was an historic wave of OLCV members joining together in not just speaking out but in showing up for climate action. The youngest was a few months old, and the oldest well into their 90s. New OLCV members joined with OLCV founding members. Every corner of Oregon — Eastern, Southern, Central, the Coast, the Willamette Valley, and everywhere in between — came out for our climate and came together to demand action NOW. There’s nothing more important than showing up, except continuing to show up. That’s what we ask of you now. Together, we will heal our heartbreak by refusing to give up. We will protect future generations by demanding action now. We will win by persisting.

Oregon’s elected leaders caved on climate in 2019, but the call from Oregonians for climate action has never been louder or clearer. We won’t cave. We will only get stronger. The next legislative session is 35 days long. We can’t waste a single one.

The OLCV Environmental Scorecard is not only one of our most important accountability tools, but also a tradition. The first scorecard was published in 1973.

By sharing how each member of the Legislature voted on the most critical conservation bills, we help Oregonians understand whether legislators listened to their constituents, or if they listened to special interest groups instead. It also serves as a summary of environmental bills and includes special recognition of the legislative champions.
